July 2025 Visa Bulletin: EB-5 Backlogs Highlight Need for Action

The July 2025 Visa Bulletin confirms that reserved EB-5 visa categories—rural, high-unemployment, and infrastructure—remain Current for all countries. Meanwhile, unreserved EB-5 visas for China and India continue to face significant backlogs with no forward movement.

As of July 2025, the Visa Bulletin Section E includes a notation signaling that visas in the reserved EB-5 categories may run out in the coming months. This makes it even more critical for investors from retrogressed countries such as India and China to file as soon as possible to secure their place in line.

With the EB-5 Reform and Integrity Act of 2022 (RIA) approved through September 30, 2027, we strongly encourage individuals to file no later than September 30, 2026. Filing after that date risks the possibility that the program could end before your green card is approved, potentially jeopardizing your ability to complete the process.

Takeaway: Reserved EB-5 categories remain the smartest choice for faster approval. Filing by September 2026 offers the best chance to secure your U.S. green card under the current rules.
